Fort Sill recently purchased a timer similar to the timer that was built for 3-Gun Nation for their gun competition.  The custom DC-806T-UP displays seconds, tenths and hundredths for the most accurate time.  Fort sill, Director of emergency Services competition will be in September.  The digits are 8 inches high with a viewing distance of 400 ft.  This particular timer has a tart and stop button.  When the buttons are pressed there is a Piezo buzzer that sounds.  Fort Sill  purchased a tripod to set the timer on.  This unit can  be ordered to be battery operated as well.
